After the First World War, the voluntary hospitals of Sheffield in UK faced a grave financial crisis. They were in deep debt, had no money for purchasing new equipment nor could they afford to modernize the hospitals. The Medical staff suggested that a joint council be established so that everyone could work together to tackle the problems faced by the hospitals and community.
The Sheffield Hospitals Council was formed in 1919 with the concept that workers would contribute a penny for every pound they earned each week. In return they could receive free treatment at any voluntary hospital in Sheffield. This grew into the Westfield Health and became the most successful and secure health insurers in the UK.
